EV Lab Setup in Maharashtra: Best Government Schemes You Can't Ignore

May 1, 2026

Maharashtra's EV market grew from just 0.4% EV share of all vehicle sales in 2020 to over 7.6% by 2023 — and the state has set a target of 30% by 2030. The skills gap this creates is enormous.

A practitioner's guide for institutions, ITIs, and skill academies ready to lead India's electric mobility revolution.

EV EducationMaharashtra Policy 2025 Skill Development

Maharashtra isn't just India's EV sales leader — it's rapidly becoming the country's most fertile ground for EV skilling infrastructure. At Skyyskill Academy & Labs, we've seen this transformation firsthand, and we want to help institutions across the state navigate the opportunity with clarity.

With the Maharashtra EV Policy 2025–2030 now in full effect and a budget of ₹1,993 crore allocated toward electric mobility, there has never been a better moment for colleges, ITIs, and polytechnics to establish a world-class EV lab. Here's everything you need to know.

Why Now

Maharashtra is India's EV capital — your institution should be too

Maharashtra led the nation in electric two-wheeler sales in FY2025 with over 2.11 lakh units, and ranked first in electric car sales as well. The state government has committed to placing EV charging stations every 25 km on highways, mandating fast chargers at all fuel stations, and requiring 100% EV-ready parking in all new residential buildings.

This explosive infrastructure growth demands an equally explosive growth in trained talent. Mechanics, technicians, BMS engineers, and charging infrastructure specialists are needed at scale — and institutions that build EV labs today will be the talent pipelines that industry comes to tomorrow.

"Maharashtra's EV market grew from just 0.4% EV share of all vehicle sales in 2020 to over 7.6% by 2023 — and the state has set a target of 30% by 2030. The skills gap this creates is enormous."

Government Schemes

Funding avenues your institution can tap into

Multiple central and state-level schemes can directly or indirectly fund your EV lab setup. Here's a curated overview:

Maharashtra EV Policy 2025 — Skill Development Clause

The policy explicitly includes R&D and skill-building as a core objective, with institutional support for EV training centres, Centre of Excellence (CoE) partnerships, and innovation labs. Institutions can align under this framework to receive policy backing.

PM E-DRIVE Scheme (Central)

A central scheme with a ₹2,000 crore corpus for EV infrastructure, including support for EV testing labs and charging infrastructure. Institutions involved in EV training and diagnostics infrastructure can explore alignment with allied lab components.

Maharashtra PSI & MSME Capital Subsidy

Under the Package Scheme of Incentives (PSI), manufacturing and service MSMEs — including skill training providers — can access capital subsidies and Investment Promotion Subsidy (IPS). Location in D or D+ districts unlocks higher incentive brackets.

 Maharashtra Startup Policy 2025 — Maha-Fund

A ₹500 crore corpus targeting 50,000 startups including clean-tech ventures. EV skill labs with a startup or innovation charter can apply for seed grants and access the Innovation City ecosystem. Clean-tech and EV-adjacent ventures are priority sectors.

Skill India / NSQF Alignment Grants

Institutions delivering NSQF-aligned EV service technician courses (QP/NOS frameworks from ASDC/Skill India) can receive funding support and recognition. This also opens doors to PM Kaushal Vikas Yojana (PMKVY) reimbursements for student training.

Lab Components

What a world-class EV lab must include

  • EV powertrain benches — motor, controller, and drivetrain disassembly/assembly trainers
  • Battery Management System (BMS) training kits with simulation software
  • High-voltage safety equipment and standard isolation tools
  • EV charging station (AC + DC) setup with communication protocol trainers
  • Diagnostic & fault-code analysis tools compatible with major OEM platforms
  • Prototyping kits for EV design and system integration projects
  • AI/IoT integration modules for next-gen EV data analysis training
  • Smart Solar + EV convergence module (increasingly important in policy alignment)

 The Skyyskill Approach

Our proven CoE model — ready to replicate across Maharashtra

At Skyyskill Academy & Labs, we didn't just talk about EV skilling — we built it. Our AI-Enabled EV Center of Excellence at Govt. ITI Rasanpur is a live proof-of-concept for what institutions across Maharashtra can achieve. Our model integrates:

  • Industry-grade lab setup with AI-enabled diagnostic and simulation modules
  • NSQF/ASDC-aligned curriculum for EV Service Technician certification
  • Faculty Development Programs (FDPs) to upskill educators
  • Industry connect with EV OEMs for live project exposure
  • Startup incubation support for EV-sector student ventures

We work with ITIs, polytechnics, engineering colleges, and private skill academies to design, fund, and operationalise EV labs end-to-end — from DPR preparation to equipment sourcing to scheme applications.

"The question for Maharashtra's institutions is no longer whether to build an EV lab — it's whether you'll lead or follow. The policy window, the funding, and the demand are all aligned right now."
